Paul Allen, OBE

Paul Allen has had a distinguished professional career as a UK Trading Standards Officer and was twice Chairman of the Institute of Trading Standards Administration. He has however also taken a keen interest in European food law developments. In 1990 he was seconded to the European Commission, part-time for three years, to help draft and implement the Official Control of Foodstuffs Directive and then to help draft the Additional Measures Directive for foodstuffs. Following his retirement, he has been active as a consultant. In particular he has assisted the Latvian Government in food law development including the updating of the Latvian laws to adopt EC Regulations, Directives and Decisions. During June 2000 he presented food safety lectures in ten eastern European capitals as part of the European Commission's regional programme on quality assurance. Paul Allen is currently the Vice-President of the European Food Law Association (EFLA) and Honorary Secretary of the European Food Law Association of the UK.

Ralph Blanchfield, MBE, is a food science, food technology and food law consultant with his own international practice for the past 23 years, after having previously spent 35 years in industrial food science and technology and management with four large, highly diversified food companies. He is a Past President of the Institute of Food Science & Technology (IFST), and its current Chair of External Affairs and Webmaster; Past Chair, IFT British Section; Chairman of the UK Federation of Food Science & Technology: Vice President of the European Food Law Association of the UK; 2001-2002 Chair of the IFT Committee for Global Interests; Fellow and Honorary Fellow of IFST; Fellow of IFT; Fellow of the Royal Society of Chemistry; Fellow of the Royal Institute of Public Health & Hygiene; in 1998 was elected one of the first group of Fellows of the International Academy of Food Science & Technology and is its President Elect for 2003-2006; and member of the Governing Council of IUFoST for 2003-2006.

He is very active in Regional Trade Negotiations and has participated as the chief negotiator for Uruguay at MERCOSUR/SGT3 Working group on "Technical regulations and conformity assessment"; the Free Trade Zone of the Americas (FTAA) working group on market access on "Technical Regulations and conformity" and The MERCOSUR-European Union Bilateral Negotiations Committee. He is also the former Director of Technology of the Technological Laboratory of Uruguay (LATU). Charles Cockbill is currently President of the European Food Law Association (EFLA) and immediate past chairman of the European Food Law Association of the UK. EFLA is an organisation of representatives from industry, academics, lawyers and enforcement officers who meet to discuss current developments in European food law and to pass the sum of those discussions on to the relevant lawmakers. Before his retirement in 1995, Charles was for 12 years head of the Food Standards Division in the UK Ministry of Agriculture, Fisheries and Food. In that role he was responsible for the development of food policy issues and for representation of the UK at negotiations about food laws at EU level in Brussels and in the Codex Alimentarius Commission.

Before starting her private practice, she was at the French "Office National Interprofessionnel des Céréales" (Cereals Authority) where she was in charge of the European Affairs (1972-1978). She was then nominated at the French Permanent Representation to the EC in Brussels, ("Attaché Agricole" from 1978 to 1982) and joined afterwards the Legal Service of the European Commission (1982-1985).

Nicole Coutrelis is a partner of COUTRELIS & ASSOCIES, a French Law Firm with Offices in Paris and in Brussels, specializing in EU Law, mainly in Antitrust, Agriculture, Food and Drug Regulations, Alcoholic Beverages, Free Movement of Goods and all matters related to the Single Market. She is particularly in charge of the Food Law Practice of the Firm, counseling, lobbying and litigating, in France, in other Member States of the EU and before the European Court of Justice and Court of First Instance in Luxembourg.

Nicole Coutrelis is also Secretary General of the European Food Law Association and of the International Wine Law Association. She is a Member of the IBA, Committees C, O and S (Consumer Law and Product Liability) and is the author of many articles and Conferences related to European Food Law. A recent article of her on the marketing of foodstuffs in France was published by the Food and Drug Law Journal. Dr Vibha Dhawan

Dr. Vibha Dhawan is the Director, Bioresources & Biotechnology Division, at The Energy and Resources Institute (TERI). Her major interests are (1) commercial micropropagation, (2) biodiversity, and (3) transgenics.

Dr. Dhawan has more than 15 years of professional experience, mainly in plant tissue culture. She developed a technique to nodulate micro-propagated plants with Rhizobium and used it successfully with many tree species. As Scientist-in-charge of the tissue culture pilot plant, a major (2.2 million US$) project of the Government of India's Dept of Biotechnology, Dr Dhawan has been the guiding and driving force behind this state-of-the-art facility for tissue culture of tree species (now extended to many other plants including strawberry and roses). Her publications include 2 authored books, over 36 research papers, and many articles for the non-specialist readers. Dr Dhawan obtained her Master's and doctorate from Delhi University, Delhi.

Neal D. Fortin is Director of the Institute for Food Laws & Regulations and assistant professor in the MSU College of Agriculture and Natural Resources. He earned his J.D. from MSU College of Law graduating summa cum laude. Prof. Fortin also holds degrees from the University of Michigan and Newman University. Neal Fortin is past President of the North Central Association of Food & Drug Officials (NCAFDO) and past President of the Great Lakes Conference on Food Protection. Dietrich Gorny was born 1937. He was educated at the Universities of Berlin, Freiburg and Hamburg. He has written several books including: "Das externe Lebensmittelaudit" (the external food audit), and Kommentar „Nährwertkkennzeichnung (Commentary on Nutrition Labelling). He is a member of the Frankfurt Bar Association and a Vice-president of the European Food Law Association. He has more than 20 years practice as in-house counsel of a leading European confectionery producer and, since 1989, has been in private practice. His main areas of activity relate to national and community food Law, environmental law, trade marks and unfair competition. In addition to German, he also speaks English, French and Italian. Rebeca López-Garcia is the Principal in LOGRE INTERNATIONAL FOOD SCIENCE CONSULTING, based in Mexico City. Peter Sousa Hoejskov is the Food Quality and Safety Officer at the FAO Regional Office for Asia and the Pacific in Bangkok, Thailand. He is responsible for formulating, implementing and monitoring field projects and capacity building activities in the area of food quality and safety in Asia and the Pacific region. He assists countries in the region in strengthening national food control systems, improving market access and protecting the health of consumers by enhancing the food quality and safety situation in the countries and strengthening their compliance with international requirements for food quality and safety. 

Prior to joining FAO, Mr. Hoejskov was working as Project Manager at The Institute for Food Studies & Agro-industrial Development (IFAU) in Denmark. His responsibilities included provision of technical advice and input to food and agro-industrial companies, organizations and Governments in the area of food legislation, market access requirements, trends and tendencies at the international food markets, product innovations, consumer trends and the competitive situation at the global market for food and agricultural products.

Mr. Hoejskov holds an AP degree in International Trade and Marketing from Lyngby Business Academy, Denmark as well as a Master degree in Human Geography from University of Copenhagen with specialization in socio-economic aspects of natural resource management, supply chain management and international agro-food systems.

Bong Kyung Koh is an Associate Professor in the Department of Foods and Nutrition, Keimyung University, Dae Gu, Korea.  She received her Ph.D. from Kansas State University in grain science and Industry, was an Adjunct Professor in food science and human nutrition at Michigan State University, and was Postdoctoral Research Associate in food science at Rutgers.  Dr. Koh  has held the professional position as the Secretary of Information, Korean Society of Food Science and Technology, Editor, Food Science and Biotechnology, Editor, J. Korean Society of Food Cookery Science, Secretary of Scientific Affairs, Korean Society of Food Extrusion Research, and is a member of American Association of Cereal Chemists (AACC), a Professional member of Institute of Food Technologists (IFT), and member of Korean Society of Food Science and Technology.  One of her current area s of research interest is the effect of phenolic compounds on the wheat flour products and development of processing condition to optimize the antioxidant effect of phenolic compounds on the cooked cereal products.

Executive Secretary, World Bank Inspection Panel, Formerly Visiting Expert in International Law to FAO Plant Protection Service

Attorney Peter L. Lallas is the Executive Secretary of the World Bank Inspection Panel. The Inspection Panel is an independent body mandated to review whether the World Bank is acting in compliance with its own Operational Policies and Procedures on social and environmental protections, in response to complaints by communities who believe they have been harmed by Bank-funded projects.

Prior to joining the World Bank Inspection Panel, Mr. Lallas was Director of the International Environmental Law Office of the U.S. Environmental Protection Agency, where he provided legal counsel to the Agency on a range of international law matters involving transboundary and global environmental problems. From September 2003 to January 2005, he served as Visiting Expert in International Law at FAO in Rome, with a major focus on the International Plant Protection Convention. Mr. Lallas taught for many years on international environmental law and policy as Adjunct Professor at Georgetown University, and worked in Brussels, Belgium from 1986-1989 on international and European Community law and policy matters. He has written extensively on topics of international law and international environmental law.

William Marler is the managing partner in the law firm of Marler Clark L.L.P., P.S. He is a graduate of the Seattle University School of Law in 1987. In 1998 he became the Law School's “Lawyer in Residence.” Mr. Marler received undergraduate degrees in Political Science, English, and Economics from Washington State University in 1982. While attending WSU, he was elected to the Pullman City Council. At 19 years of age he was the youngest person, and first student ever elected. In 1997, Mr. Marler received the Distinguished Achievement Award from the WSU College of Liberal arts. In 1998, Governor Gary Locke appointed Mr. Marler to the University Board of Regents.

As a trial lawyer, Mr. Marler has been involved with several cases of national importance. He represented the children murdered by Wesley Alan Dodd; the family of William Louth, who died when a crane collapsed during Kingdome roof repairs; the Terlicker family in its suit against Martin Pang and the City of Seattle; and Brianne Kiner in her $15.6 million settlement with Jack-in-the-Box. This settlement created a state record for an individual personal injury action. Mr. Marler also resolved several other Jack-in-the-Box cases for more than $1.5 million each. In addition to representing other children injured in the E. coli outbreak of 1993, Mr. Marler also represented the Schuerhoff family, whose son died when pushed from a train trestle. In May of 1998, he settled the Odwalla Juice E. coli 0157:H7 outbreak for the Dimmock, Wright, Hiatt, Berman and Beverly families, whose children were severely injured after consuming Odwalla apple juice. He is currently representing several children in an E. coli outbreak stemming from E. coli contaminated swimming pool water in Georgia and a school lunch program in Washington state, as well as dozen of families impacted by salmonella poisoning from orange juice.

Mr. Marler is a frequent speaker at high schools, colleges and law schools. He spends several days per month helping companies avoid bacteria contamination through Outbreak Inc., a consulting firm formed in 1998. He is married to Julie Marler and has three daughters, Morgan, Olivia and Sydney. He is a board member of the Washington State Trial Lawyers, a member of the board of directors of Bainbridge Youth Services, and a member of the Children's Hospital Circle of Care.

Dr. Gerald Moy is a staff scientist with the Programme of Food Safety at World Health Organization in Geneva, Switzerland, and is generally responsible for the exposure assessment and risk characterization of chemicals in food, including food additives, pesticide and animal drug residues, environmental contaminants and naturally occurring toxins. Dr. Moy serves as the Manager of the GEMS/Food Programme, which has established a global database for food contamination and which develops and applies exposure assessment methodologies for chemicals in food, particularly pesticide residues.

Dr. Moy is the author of numerous articles and publications. He most recently completed chapters for two books, one chapter entitled "The Role of National Governments and International Agencies in the Risk Analysis of Mycotoxins" was published in Mycotoxins in Agriculture and Food Safety, Marcel Dekker, New York, and the other chapter "Codex Standards for Pesticide Residues" was published in International Standards for Food Safety, Aspen Publishers, Gaithersburg, Maryland. His latest publication, "Healthy Marketplaces: An Approach for Ensuring Food Safety and Environmental Health" appeared in the Journal of Food Control.

Raquel Rostey G. Mura is the Regional Regulatory Affairs and Global Registration Support Manager for Mead Johnson Nutritionals, a division of Bristol-Myers Squibb Company, based in Evansville, Indiana. In her role, Ms. Mura has regulatory responsibilities for Latin American markets, staying abreast of, interpreting, and communicating existing and proposed government regulations, and registration and labeling requirements. Prior to joining the HQ based group in November 2001, Ms. Mura was working as Regulatory Affairs Coordinator for Mead Johnson in São Paulo, Brazil, where she had product registration and regulatory responsibilities for the local nutritional product line. From 1998 to 2000, she was the Registration Supervisor for Natura, a Brazil-based cosmetics and food products company.

Ms. Mura has a Pharm. D. degree from the Pharmaceutical Sciences College of the University of Sao Paulo, Brazil, and a Bachelor of Law degree from the MacKenzie University, São Paulo, Brazil. She is recognized as an Attorney at Law by the Brazilian Bar Association, and is fluent in Portuguese, English, Spanish and French.

Françoise Petter is the Assistant Director, EPPO (European and Mediterranean Plant Protection Organization), in Paris, France. Her work mainly consists of looking after the EPPO programme on plant quarantine including the areas of Pest Risk Analysis, Diagnostics, and Phytosanitary Procedures (procedures for inspection of imported commodities, places of production and area wide surveilance). Prior to this she was employed by the French Ministry of agriculture, National Plant Protection Organization (NPPO). Michael T. Roberts

 

 

Michael T. Roberts, an attorney uniquely familiar with the world food supply chain, from the farm to plate, and works with producers, food processors and manufacturers, and supermarkets. He is a prolific and respected author, lecturer, and commentator nationally and internationally on matters relating to food and agricultural law and policy. He follows trend lines closely and is well versed with emerging issues in this changing and dynamic industry, especially issues of food regulation and safety, sustainability standards and corporate social responsibility, market access and trade, and food defense. He enjoys working on issues of food and agricultural law in developing countries and consults on these issues with legal counsel, scholars, and officials world-wide. He has taught classes on food and agricultural law topics in the U.S., England, Belgium, and Romania. In the summer of 2006, he taught an international trade law course with an emphasis on food and agriculture issues at Cambridge University in England. He is also an experienced teacher and trainer of food law to food executives and scientists.

Mr. Roberts blends together his academic background with his experience in representing clients in the food and agriculture industries on domestic and international legal and regulatory issues. Prior to his academic career, Mr. Roberts practiced law for several years in a large law firm and as in-house counsel for an international marketing company where he conducted legal work in North America, Europe, and Asia. Taking a sabbatical from private practice, Mr. Roberts earned an LL.M. in agricultural law and began representing food companies and agribusinesses, establishing and serving as chairperson of the Lex Mundi international agribusiness practice group.

Peggy S. Rochette

Peggy S. Rochette serves as Senior Director of International Policy for the National Food Processors Association (NFPA). In that role, she manages trade and regulatory issues to support the import and export interests of over 400 food companies and has expertise in international regulatory trends and requirements. NFPA has been actively involved in the work of Codex Alimentarius since the 1960's. Peggy has served as an industry advisor to the U.S. delegation for several Codex Committees and provides leadership for the U.S. Food Industry Codex Coalition. Peggy is also a member of several Washington based coalitions dedicated to facilitating trade in agricultural products and engaged in influencing the development of U.S. regulation and legislation.

NFPA represents the $500 billion food processing industry on scientific and public policy issues involving food safety, food security, nutrition, technical and regulatory matters and consumer affairs. NFPA supports the interests of over 400 member companies in government and regulatory affairs, research, technical services, education, communications and crisis management. NFPA members produce a wide variety of processed and packaged foods and beverages that are marketed in domestic and international markets.

Prior to joining NFPA in 1996, Peggy served as the Director of Government Affairs for the National Grocers Association (NGA) where she represented the retail and distribution sector of the food industry. Peggy has a B.S. degree from Cornell University.

Raymond O' Rourke is a qualified Barrister and a specialist food regulatory lawyer. He worked for many years in legal firms both in Dublin and Brussels. Prior to that he worked in Brussels at the European Parliament and also for the European Consumers Association (BEUC). He now has his own practice in Dublin.

He has written two books European Food Law (3rd edition) (2005) [Thomson/Sweet & Maxwell] and Food Safety & Product Liability (2000) [Palladian Law Publishing]. He was named as one of the Top 500 Life Sciences Lawyers in Europe in the "Life Sciences Industry Report 2000". He is a frequent contributor to legal periodicals, speaks at various conferences on food and life sciences issues, has advised the Latvian, Estonian & Czech Republic governments on food law issues under the auspices of the EU's PHARE programme and is a Correspondent for the Food Law International Bulletin. In 2006 he wrote a national food law for the Kingdom of Saudi Arabia under the auspices of the UNDP.

PETER BERRY OTTAWAY

Peter Berry Ottaway is a food scientist and technologist with considerable experience in food law. He graduated from the University of London, England in 1963, and was then involved in post-graduate research on an environmental health project sponsored by the World Health Organisation in Zambia. On return to Europe he was employed in food technology research followed by senior technical management positions in two multinational food companies. In 1974 he formed a scientific and technical consultancy specialising in food science, technology, nutrition and food law (Berry Ottaway and Associates Ltd). He is also a director of Mercia Testing Laboratories Ltd, which specialises in microbiological and chemical testing of food, cosmetics and water products. Within the consultancy he specialises in the scientific, technological and legal aspects of dietetic foods, functional foods, food supplements and micronutrients.

Peter Berry Ottaway has been playing an active role in the development of European Community legislation, particularly in the area of dietetics and nutrition. He is the author of the book 'Food for Sport' and joint editor of a book 'Nutrition in Sport'. He was editor and part author of a post-graduate text book 'The Technology of Vitamins in Food', which was published in 1992 and is now in libraries in more than 35 countries. In 1995 he was commissioned by the Financial Times to write a Management Report on the Harmonisation of European Food Legislation which was published at the end of that year. He has also written or been joint author or editor of books about food preservatives, food fortification and food safety.

In addition to the books, he is the author of a number of scientific papers on food technology, food science, nutrition and the scientific aspects of food law. He is also a visiting lecturer at both the University of Surrey and Sheffield Hallam University, England.

Barbara Rasco is a Professor in the Department of Food Science and Human Nutrition at Washington State University. She was formerly an associate professor at the University of Washington. Dr. Rasco's expertise in in food safety and food law. She is licensed to practice in Washington State and federal court. Dr. Rasco has taught courses in food chemistry and analysis, food technology, food safety and food law as part of formal degree granting programs. In addition she has taught numerous food safety short courses for industry, government, and legal audiences. Dr. Rasco has over 50 publications and one patent and is the past chair of the Food Laws and Regulations Division of the Institute of Food Technologists.

Gretchen H. Stanton

Gretchen H. Stanton is a Senior Counsellor in the Agriculture and Commodities Division of the Secretariat of the World Trade Organization (WTO). She joined the Secretariat of the General Agreement on Tariffs and Trade (GATT) in 1985. During the Uruguay Round negotiations, Gretchen served as the Chairman of the Working Group on Sanitary and Phytosanitary Measures. She is now Secretary of the WTO Committee on Sanitary and Phytosanitary Measures. She has been the Secretary of a number of GATT/WTO dispute settlement panels. Her work on food safety-related trade issues has required her frequent involvement in Codex matters, both for secretariat-to-secretariat cooperation and as the WTO representative to various Codex committees and the Codex Commission.

Prior to joining the GATT, Gretchen H. Stanton worked for the U.S. Department of Agriculture's Foreign Agricultural Service in Washington, D.C. and in Mexico City. Gretchen was born in Mexico and raised in the United States. She received a Master's Degree in Agricultural Economics from the University of Arizona.

Caren Wilcox was appointed the first Deputy Under Secretary for Food Safety at the U.S. Department of Agriculture in November 1997 and served until January 2001. During Ms. Wilcox’s years at USDA, she had oversight responsibilities for the Food Safety and Inspection Service (FSIS), the public health agency and national regulator of meat, poultry and egg products during its three-year implementation of HACCP programs. She also represented the government at numerous domestic and international meetings involving food and food safety. She was responsible for oversight of the food sector during the transition for Y2K, and worked on preparations for food emergencies including the potential for deliberate contamination including bioterrorism.

Ms. Wilcox’s experiences in the private sector include her formation and development of the government relations function for Hershey Foods Corporation in Hershey, PA. Ms. Wilcox is the president of Caren Wilcox & Associates LLC in Washington, D.C., a firm specializing in public policy advisory services, both domestic and international, with an emphasis on food and food safety, and emergency management and communications issues. CWA serves public and private clients, including government, a UN agency, non-profits and academic institutions in an advisory capacity. Ms. Wilcox has lectured in the U.S. on bioterrorism and the food supply, and on comparative food safety regulatory systems in Europe.

John S. Wilson, a U.S. national, is an international expert on trade policy focused on trade facilitation and growth. He is currently managing research projects on (1) trade facilitation, standards, and economic development in Sub Saharan Africa, (2) economic modeling of the impact of trade facilitation measures on development in the Asia Pacific region, and (3) the linkages between food safety, plant, and animal health standards and trade, among others. His work has included country operational responsibilities and advice to the Central America and Central Asia and Eastern Europe region of the World Bank. He also provides liaison between the Bank and the World Trade Organization and other institutions on standards and technical barriers to trade in agriculture and goods.

Prior to joining the Bank in 1999, he was Vice President for Technology Policy at ITI, Visiting Fellow at the Institute for International Economics in Washington, and Senior Staff Officer of the National Academies of Sciences and Engineering of the United States. He has also been an Adjunct Professor of International Affairs at Georgetown University.

Michelle Worosz

Michelle Worosz is an Assistant Professor in the Food Safety Policy Center (FSPC) at Michigan State University. She has a multidisciplinary background including an M.S. in Resource Development where she focused on small and tree fruit pest management in Michigan. Her Doctoral work in Sociology included a commodity systems analysis of the Michigan tart cherry industry which emphasized the creation and use of grades and standards as a means of constructing quality. As a member of the FSPC, Michelle has worked on several studies including consumers’ trust in the U.S. food safety system, food safety regulatory barriers to niche marketing of red meat, and a comparison of international food safety systems. Her current work focuses on risk governance emphasizing contestation over rule-making, interpretation, and implementation.
